No, MPEG video resolution (352×240, 720×480, or 1920×1080) does not affect the audio stream quality. Audio and video are independent streams in the MPEG container. A 352×240 MPEG-1 video can have the same audio quality as a 1920×1080 MPEG-2 video. Audio quality depends only on the audio bitrate and codec, not the video resolution.

This tool is designed for MPEG container files (.mpeg, .mpg). MPEG-4 Part 14 files (.mp4) use a different container format. However, the converter does handle .mp4 files that use MPEG-4 Part 2 video. For standard .mp4 files with H.264 video, the tool will attempt to read the audio stream if present.

Chapter markers in MPEG-2 DVD video are stored in the IFO (DVD navigation) files, not in the MPEG video stream itself. The converter reads the MPEG video stream directly and does not process IFO chapter data. The output MP3 does not contain chapter markers. Use Audacity to add manual chapter markers after conversion.
